Guidelines for imposing punishment for UMC/Misconduct cases

Following are the guidelines to be used by Unfair Means Committee (UMC) for imposing punishment on the examinees caught copying/involved in any type of misconduct during or after Examination.

4 Examinee found marking an appeal to the examiner revealing both name and address.
5 Examinee found having written on palm or on his/her body or on clothing in the examination.
6 Cases of mass copying/individual copying reported in assessment center during the examination.
7 Examinee caught copying from the copying material, whether examinee accepts or denies the same.
8 Examinee found exchanging answer books/slips with other examinees or allowing others to copy.
9 Examinee found influencing the examiner or any other person connected with the examination.
10 Examinee found writing provocation, abusive or threatening language in the answer book. Cancellation of examination of all the papers of that semester and debarring from appearing in examinations of one additional subsequent semester (one + one).
11 Examinee possessing copying material and having copied from the same, but denying its use or refusing to give statement. Misbehavior with invigilator/officers.
12 Examinee found smuggling in or smuggling out answer book as copying material.
13 Examinee found destroying/taking away answer book or removing pages from answer book.
14 Examinee possessing copying material and attempting to destroy evidence/running away with material. Misbehavior with invigilator.
15 Examinee found smuggling in previously written answer book and inserting it in present answer book.
16 Examinee found sending out or taking in question paper from outside.
17 Examinee found tampering with mark sheet/certificate issued by the institute.
18 Attempt to forge the signature of the invigilator on the answer book.
19 Insertion of currency note to bribe or attempting to bribe any person connected with examination. (i) Cancellation of examination of all papers of that semester and debarring from appearing in examinations of one additional subsequent semester (one + one).

(ii) In addition, the currency will be confiscated.
20 Examinee found
(i) impersonating or
(ii) for whom impersonation is noticed.
(i) Cancellation of examination of all papers of that semester and debarring from appearing in examinations of one additional subsequent semester (one + one).

(ii) In addition, he/she shall be handed to police authorities.
21 Examinee found bringing or possessing any weapon in examination hall and creating fear among examinees/staff.
22 If disciplinary action was previously taken against an examinee and he/she is caught second time for malpractice. (i) Cancellation of examination of all papers of that semester and debarring from appearing in examinations of one additional subsequent semester (one + one).

(ii) In addition, candidate may be rusticated from the University.
23 Examinee involved in malpractices at practical/dissertation/project report examination. Case shall be dealt with by appropriate inquiry committee and punishment recommended to competent authority.
24 All other cases not covered above. Punishment shall be decided by inquiry committee based on above mentioned punishment.
Instructions for Candidates
  1. The doors of the Examination Hall will be opened half an hour before the commencement of the examination to admit the candidates. All candidates must be in their seats not later than 15 minutes before the start of the examination. No student would be allowed to enter to the examination hall after 15 minutes of the start of the examination except only in exception/justifiable/unavoidable circumstances with due approval of the competent authority/COE.
  2. No candidate will be allowed to leave the hall before expiry of half the time.
  3. A numbered seat will be allotted to each candidate. Candidates should occupy only the seats allotted to them.
  4. Unless specially permitted by the Superintendent, no candidate shall temporarily leave his/her seat or the Examination Hall/Room
  5. Whispering/Speaking in the Exam Hall is prohibited. In case it is necessary for a candidate to communicate with the Superintendent he/she should stand in his/her seat.
  6. Smoking in the examination hall/room is strictly prohibited. No candidate is permitted to go out to have a smoke.
  7. Any candidate who creates disturbance of any kind during the examination or otherwise misbehaves in or around the examination hall or refuses to obey the Superintendent, or changes his/her seat with another candidate, shall be liable to expulsion from the examination centre as well as disqualification, according to the seriousness of the offence. He/she shall also be liable to make good the loss to furniture, etc., if any, caused by him/her.
  8. The candidate shall write on the TITLE COVER of the answer book his/her Roll No. in words and figure, the examination date with year, the subject and paper code of the question paper.
  9. Candidate should not write answers on the backside of the title cover of answer- book.
  10. Candidate should write their Roll Numbers only on the portion specified for the purpose on the title cover of Answer-Books and on graph paper and maps, if any, etc.
  11. Rough work and calculation must be done in the answer-book and not on the examination table or question paper or anywhere else. Any violation of this instruction will involve the candidate concerned in unfair means case.
  12. At the expiry of the time allowed, the answer-book must be handed over to the Superintendent/Astt. Superintendent on duty even though the candidate may not have answered any question or a part of the question paper.
  13. Candidates should make sure that their answer-books have been duly signed or stamped by the Superintendent or the Assistant Superintendent, as omission to do so may result in disqualification of his/her examination.
  14. All candidates are required to use their own pens and Blue-black ink or Royal Blue Ink only. The use of a fountain-pen with blue-black ink or Royal Blue ink only is also permissible but no such ink will be supplied by the University.
  15. Answers shall be written on both sides of the answer-books supplied to the candidates. No candidate shall tear a leaf out of his/her answer-book.
  16. No paper, except the question paper shall be removed from the examination hall.
  17. Candidates can use coloured pencils for diagrams.
  18. The candidates are not permitted to carry any communication equipment such as Mobile/Pager, Wireless Set, Scanner Pen/Scanner Camera or any such Electronic/Digital Gadget etc. inside the Examination Hall which is punishable with disqualification for period of two years.
  19. The candidates should search their pockets, desks and benches every day before starting the examination and hand over to the Superintendent/Asst. Suptd,. if there is any incriminating papers, either in his/her possession or lying in his/her viemity.
  20. If there are any writings on the desk/tables or on the walls near the candidate’s seat, it shall be the duty of the candidate to point it out before the commencement of the examination.
  21. Candidates are mandated to adhere to prevailing health-related guidelines of Govt./Health authorities/Institutions.
UNFAIR MEANS
  1. Any candidate having in his/her possession books or notes which might possibly be of assistance to him/her or found giving or receiving assistance, or copying from any paper, book or note or allowing any other candidate to copy from his/her answer-books or using or attempting to use any other unfair means, or disclosing his/her identity or making peculiar marks in his/her answer-book for that purpose or using abusive or obscene language, or communicating or attempting to communicate with the examiner, shall be disqualified according to the Regulations.
  2. Any candidate found guilty of deliberate previous arrangement to cheat in the examination such as smuggling in other answer-book, impersonation, OR SOME OTHER MISCONDUCT OF A SERIOUS NATURE, shall be disqualified or declared as not a fit and proper person to be admitted to any future examination of the University according to the seriousness of the offence and other circumstances of the case.
  3. Candidate (including women) should not bring their purses in the examination centre.
  4. No student is permitted to carry lethal weapons in the Examination Hall.
